Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: positive announcements are issued from different nations. Immense energy is expended on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "peace".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from enemy soil, a capability enabled by timely intelligence. From observation points, defense planes that had been scrambled to intercept incoming cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: multiple launches deployed against a incoming threat. This was a modern interception technology at work, most likely delivered by partner states. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly becomes sober acceptance: possibly the incoming missile won't hit its mark this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Not long after, a heavy machine gun fired at a drone in the vicinity, part of a mobile-fire group – almost certainly imported technology. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.
Periodically, this continued until dawn. Kyiv faced the morning news: seven people killed, destruction and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still went about their day – living the war. But those full day encapsulated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are evidently unprepared to fill in the near term.
Failed Diplomacy
The detailed framework from US administration sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new approach from US leadership unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This trend will, undoubtedly, continue.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. Washington operates on a premise familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unfeasible to compel Moscow to abandon the land that it already controls in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, US leadership does nothing to discourage Russia, through words or deeds, from believing that the current condition will not evolve additionally in its benefit in the months ahead.
Divergent Views
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but averting a total frontline collapse until situations evolve in its favour.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their mission will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.
While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
